!PrependGoals.txt is an optional text file that can be placed in the bot's director to function as Global Goals for your accounts. 

!PrependGoals.txt is loaded first, before city goals and before !AppendGoals.txt. It is also loaded before !NewCityScript.txt or !NewCityGoals.txt in the case of newly built or captured cities.
