This goal does not reserve rally spots for these tasks, nor does it ''increase'' the default limit on these tasks, it merely limits how many it can do at one time. For example: a goal like KeepResources which has a default of 1 transport at a time to each destination, will not send 2 transports at a time to the same destination by setting rallypolicy r:2. However, it will be limited to a maximum of 2 transports total (meaning 2 destinations total).
