This function will calculate the quantity of resources a specified troopBean object can carry 0 miles based upon current logistics tech. Usage:
city.getCarryingLoad(troopBean)
Example:
troopBean = GetTroops("t:100k")
// converts troop string into troopBean object
echo city.getCarryingLoad(troopBean)
// outputs the quantity of res your specified troopBean object can carry 0 miles based on logistics tech
