Allows you to send a whisper to another player. Expressions do not yet work with this, but can be used along with the Execute command.
An example of how to use Execute with this command could be:
// Alert my friend/keyholder with a message like "Help, I have 5 incoming waves to 400,123" if (city.NumberOfRealAttacks > 0) execute "whisper Bob Help, I have " + city.NumberOfRealAttacks + " incoming waves to " + city.coords
