PrependGoals.txt is an optional text file that can be placed in the bot's director to function as Global Goals for your accounts.

PrependGoals.txt is loaded first, before city goals and before AppendGoals.txt. It is also loaded before NewCityScript.txt or NewCityGoals.txt in the case of newly built or captured cities.
